Metalworking fluids face stricter EU regulations – the biocide OPP is reclassified

On 1 May 2026, new EU regulations will come into force introducing a significantly stricter classification of the biocide OPP (ortho‑phenylphenol). The change affects the use of OPP in cutting and metalworking fluids and is part of the EU’s efforts to strengthen the protection of both human health and the environment.

The new classification is introduced in the 22nd adaptation to technical progress of the CLP Regulation (ATP22), in which around 40 substances receive new or amended harmonised classifications. For OPP, this includes classification as suspected carcinogenic as well as corrosive to skin and eyes.

At the same time, the future of OPP within PT13 under the EU Biocidal Products Regulation remains uncertain, as the current approval expires in June 2027. For manufacturers and users, this means increased requirements for documentation – but also a clear need for alternative ways to ensure stable and safe operation of metalworking fluids going forward.

Through solutions such as FluidWorker, where metalworking fluid management is automated and microbial growth is controlled using UV light, the need for hazardous biocides can be reduced. This makes it possible to combine regulatory compliance with high productivity and an improved working environment.
