Participants of CICA summit adopted Astana Statement

This press release presents an overview on significant events over the past week in the Republic of Kazakhstan.

1) CICA Adopts Astana Statement
The participants of the Conference on Interaction and Confidence-Building Measures in Asia (CICA) sixth summit adopted the Astana Statement during their plenary session on Oct. 13. This milestone decision has been a key priority of Kazakhstan’s chairpersonship in CICA in 2020-2022. The transformation into an organization will affect development priorities as Kazakhstan renews its chairpersonship for the next two years.
“Are there any objections to the adoption of documents on the transformation of the CICA? There are no objections. The Astana statement on the transformation of CICA is considered to be accepted,” said President Kassym-Jomart Tokayev during the summit.

3) Tokayev Outlines 5 Priority Areas of Kazakhstan’s Upcoming Two-Year CICA Chairmanship
Speaking at the opening of the plenary session of the sixth CICA summit on Oct. 13 in Astana, President Kassym-Jomart Tokayev outlined five priority directions for Kazakhstan’s next two-year chairmanship at the Conference on Interaction and Confidence-Building Measures in Asia (CICA).
  • The first area that he raised is economic cooperation, noting the decision to form the CICA Council on Sustainable Interconnectivity as timely. Gaps in global supply chains are driving Asian countries to reconsider establishing effective transit and transportation corridors.
  • Tokayev also suggested transforming the CICA Financial Summit, which China initiated to strengthen financial cooperation among CICA member states, into a permanent platform.
  • President Tokayev also drew the attention of the meeting participants to ecological issues, the decarbonization of the continent’s economy, and climate change, which leads to natural disasters that have become “increasingly unpredictable and catastrophic.” He also proposed to CICA countries to organize a high-level conference on environmental issues in Astana in 2024, similar to the COP27 (United Nations Climate Change Conference) to be held in Egypt in November, with the hope that it will lay the groundwork for the establishment of CICA Council on Cooperation in the environment.
  • Tokayev identified a working mechanism for ensuring food security in the CICA area as the fourth priority.
  • The President emphasized that people should be at the center of all efforts, saying economic policies can only be considered effective if they focus on the human dimension.

4) Security Situation in Asia Forms Basis of Global Security, Says President Tokayev
The security situation in Asia forms the basis of global security, said President Kassym-Jomart Tokayev during his opening speech at the sixth summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA) in Astana on Oct. 13.
“We regard our organization as an important component of the Asian security system based on the principles of mutual respect for each other’s interests,” said the President.
He highlighted that the forecast of the 21 century being the century of Asia is now a reality, and that CICA needs to focus on creating a new global agenda that will strengthen the Asian continent’s role in international affairs.

5) CIS Heads of State Council Meeting Kicks Off in Astana
The Kazakh capital Astana hosts the Commonwealth of Independent States (CIS) Heads of State Council meeting chaired by President Kassym-Jomart Tokayev on Oct. 14.

President of Azerbaijan Ilham Aliyev, Prime Minister of Armenia Nikol Pashinyan, President of Belarus Aleksandr Lukashenko, President of Kyrgyzstan Sadyr Japarov, President of Russia Vladimir Putin, President of Turkmenistan Serdar Berdimuhamedow, President of Tajikistan Emomali Rahmon, President of Uzbekistan Shavkat Mirziyoyev, and CIS Executive Secretary and Chairman of the Executive Committee Sergei Lebedev are in attendance.

The meeting is expected to discuss the cooperation within the CIS, consider and adopt documents to develop and strengthen integration ties in the trade, economic, cultural, humanitarian and security areas.
